EU-funded project “Support to the Constitutional Court of the Republic of Moldova” looks for a senior non-key expert

In February 2016, a consortium led by the German Foundation for International Legal Cooperation (IRZ) and comprising the Constitutional Court of the Republic of Lithuania and the School of German Law at Warsaw University as members, started its engagement under the Terms of Reference of the "Support to the Constitutional Court of the Republic of Moldova" project (EuropeAid/136903/DH/SER/MD). The project is developed within the provisions of the "Justice Sector Reform Strategy 2011-2016 (JSRS)".

The overall objective of the project is to accelerate the sustainable reform of the justice sector in Moldova and to ensure the rule of law by strengthening the Constitutional Court. The Project provides assistance to the Constitutional Court of the Republic of Moldova within the context of the reforms promoted by the Justice Sector Reform Strategy for the years 2011-2016 and the Action Plan to implement the Strategy, enhancing the efficiency and effectiveness of this institution within the framework of strengthening its activities.

In order to achieve project goals, the project team has concluded that the CCM Library should be provided with a software for the electronic catalogue. Based on the software, an electronic database for the CCM Library should be developed. To this end and for the implementation of activity 1.2.4 - Library catalogue prepared and relevant software is made operational - the project team is looking for a short-term engagement of one senior non-key expert.

Qualification of the expert:

  • University degree in the field of information technologies;
  • At least 10 years of working experience in working with the public libraries or libraries in institutions;
  • Experience in installing and maintaining the KOHA program for libraries;
  • Previous experience in administrating IT systems in law institutions/legal libraries would be an advantage.

Other skills:

  • Proficiency in written and spoken English; knowledge of Romanian is an asset;
  • Excellent analytical and communications skills;
  • Ability to work under pressure and without direct supervision, Excellent team-work skills. 

In accordance with the activity 1.2.4, the expert shall support the project team in identifying the new doctrinal resources and developing the electronic database for the CCM Library. The total estimated input is 4 working days, in June-July 2017. All working days shall be spent in the Republic of Moldova.

The project office in Chisinau will provide logistical support to the expert. The expert shall also produce standard mission report.
