He graduated from the Law Institute of Harkov in 1979 and between 1979 and 1998 held the offices of Prosecutor assistant, Vice-Prosecutor and Prosecutor in the Prosecutor's Offices of districts Straseni, Comrat and Calarasi.

From 1998 to 2001 was Member of the Parliament of the Republic of Moldova .

On 19 February 2001 was appointed as Judge to the Constitutional Court and received the superior degree of judge's qualification.

In 2006 was awarded with the Medal of Civil Merit.

On 23 February 2007 was appointed as Judge of the Constitutional Court for a second term of office and on 1 st March 2007 was elected President of the Constitutional Court.
